Book excerpt: This report from the second Strategic Highway Research Program (SHRP 2), which is administered by the Transportation Research Board of the National Academies, identifies strategies that have been successfully used to expedite the planning and environmental review of transportation projects within the context of existing laws and regulations. It discusses 16 common constraints on project delivery and 24 strategies for addressing or avoiding them. While the strategies are associated with planning and environmental review, many are also applicable to design and construction.
