The Municipal Government will soon pass into the hands of other public servants than ourselves; for this reason I desire, before the end of my official service as Mayor to send the following communication to your Honorable Body, giving a statement of the condition of some of the City Departments, and calling your attention to a few matters which I hope may prove interesting and suggestive.
