Book excerpt: This report was prepared as part of background material for the proposed Forest Practices Code, released in early November 1993. It summarizes various estimates of the direct costs to government and industry of implementing the code. Cost estimates were derived mainly through surveys and interviews, with subsequent review and discussion with oversight groups. The cost of attaining current standards was estimated by comparing costs of selected operations considered closest to current standards with the costs of the average operator. Periodic costs were converted to equivalent annual costs to avoid overstating the significance of initial inventory and training costs. Costs are given overall for government and industry, then by each specific standard.
