Book excerpt: This report contains three separate sections under one cover to serve as a ready-to-use set of Safety and Health Plans (SHP) by the US Coast Guard (USCG) in response to a release of oil or other petroleum product. This document is designed to be separable in the field to assist the Site Safety and Health Officer in preparing the necessary documentation in the shortest possible time. This, in turn, should allow spill response personnel to access the site in a more timely fashion to mitigate the release and to help minimize any subsequent environmental darnage. Part I of the document describes the USCG's general safety and health plans. Part II helps lead the designated Site Safety and Health Officer through the task of Site Assessment and Characterization. Part III acts as the basis for Site-specific Safety and Health Plans as required by the OSHA standard promulgated under 29 CFR 1910.120. The forms provided in Part II are to be used for Site Assessment and Characterization to supplement the generic plans provided in Part III, which then may be made Incident and Site-specific.
