This morning the Committee on Foreign Relations is conducting a hearing on the North American Free Trade Agreement and relat ed matters in preparation for the committee's consideration of the nafta implementing legislation that falls within our jurisdiction. We are very fortunate to have with us this morning several high level representatives from the Clinton administration, as well as representatives of organized labor and nongovernmental environ mental organizations. Before we hear from our first panel of administration witnesses, I would like to make a few remarks about the nafta agreement.
