This quiescence was broken in 1984 with several earthquake swarms in San Diego Bay. Because of the lack of consensus among geoscientists about future earthquake threats, a workshop was conducted that: brought together all interested geoscientists; brought together all available data for debate and discussion; evaluated the data; and identified data gaps and recommended a collective approach.
