Book excerpt: 70001 Ltd., now a nationwide program, evolved from a single demonstration project launched in Wilmington, Delaware, in 1969. The program, funded initially by a major American corporation, was established in provide basic skills, education, employment preparation, and personal motivation to high school dropouts, with the goal of placement exclusively in unsubsidized jobs in the private sector. As a result of the success of the initial program and four additional sites opened soon after, a series of Department of Labor grants, which continue today, were provided to encourage the replication of the project across the nation. The service outlined in this Statement of Capability are designed specifically for 70001 program operators. Many however, are applicable to any provider of youth employment services wishing to prepare young people for work, particularly for work in private unsubsidized jobs. On a limited basis, 70001 will provide such services to any program or prime sponsor wishing to develop or improve their youth employment program.
