In this paper I agree with those who link Capital to trust. Leadership Capital is a type of power that is given to leaders because the community the leader represents trusts them. This comes in the form of allowing a leader to do something or go in a certain direction that they would not otherwise support, but do because of the trust instilled in the leader. For it to be analytically useful it is necessary to distinguish between this trust, and other sources of power, such as bargaining power, and institutional power. To some extent Leadership Capital can be used to measure leadership. In this paper I consider to what extent the Leadership Capital Index succeeds in this, and how it can be modified to improve its usefulness.
