Chicago's Report to the People complies with this authorization. Its contents are based on annual reports of the heads of departments, bureaus, commissions and agencies, which, in accordance with Sec tion 25-25 of the Municipal Code of Chicago, must be submitted to the Mayor and the City Council by March 1 of each year.
