Book excerpt: Fluctuating water levels on Lake Erie have caused extensive damage to private and public facilities during the past 50 years. During an average year, the lake may fluctuate 2 to 4 feet, and over a 30 year period the fluctuation has reached nearly 50 feet. The Corps of Engineers, under the direction of the International Joint Commission and in cooperation with the Canadian Government, is evaluating the feasibility of partial regulation of Lake Erie to eliminate high water peaks. MRI was employed as a consultant by the Buffalo District, Corps of Engineers, to evaluate one part of the entire project--the impacts on recreation boating facilities and beaches. The study area included Lakes Erie and Ontario and the connecting waterways from Massena, New York on the St. Lawrence to Port Huron, Michigan.
