Book excerpt: The San Joaquin Valley (SJV), comprising eight counties in the southern portion of California's Central Valley, is both some of the richest agricultural land in the United States and a region with many social, environmental and economic tensions. Land use policy in the region led to rapid conversion of agricultural land to suburban development over the past 3 decades. The Governor's Partnership for the San Joaquin Valley is a major initiative tasked with making policy recommendations to improve the economic well-being and quality of life in the San Joaquin Valley. One tool is a set of alternative-futures scenarios, defined by the Land Use, Housing and Agriculture working group, that portray policy scenarios that reflect preferences of major stakeholder communities. As part of the process, we modeled these scenarios using the UPlan urban growth model. Under each scenario, we projected crop land and agricultural revenue losses to develop a better understanding of the potential effects of urban growth on agricultural revenue. We used the distance of new development from existing development as an indicator of costs to provide each new-development scenario with urban services such as roads, sewer, water, and emergency services.
