The significant accomplishments for the past year included the establishment of adequate full-time personnel; facility modification to reflect the emphasis on flywheel evaluation over simple testing; and the facility proof test involving two aluminum disk flywheels and one composite flywheel. This report contains details of the FY 1979 program plans for ORFEL, personal profiles of the dedicated manpower, and details of the tests performed.
