This could pose a threat to national security and the worldwide economy, as well as have specific negative effects for Texas. Limited action at the state and national level to address the problem has provided cities with an opportunity to take action. This report examines the primary threats global warming poses for Texas. It describes what specific policies many Texas cities have taken to increase energy efficiency and minimize greenhouse gas (GHG) emissions. The report develops recommendations that other Texas cities can take to reduce emissions.
