Each lays out the mandate of each mission with respect to police, justice and corrections operations or development support to the host state. Each briefly sets the political, social and physical context for the mission and notes any shocks to the system experienced shortly before or anytime during the deployment of the mission (e.g., serious outbreaks of violence, natural disasters, etc.). The emphasis is on cooperation and collaboration between the numerous actors involved in complex post-conflict peacebuilding. These include UN Headquarters, the mission and its various components, the host state government, other UN agencies, non-UN multilateral organizations, bilateral aid agencies, international non-governmental organizations, local civil society organizations, and civil society itself. The case studies are based on a review of case-based scholarly research as well as reviews of UN public documents and a substantial number of other UN reporting documents made available to the impact study.
